1. Current IMEC Architecture
The India–Middle East–Europe Economic Corridor (IMEC) was formally announced on 9 September 2023 at the G20 Summit in New Delhi, via a Memorandum of Understanding signed by India, the United States, the European Union, Saudi Arabia, the United Arab Emirates, France, Germany, and Italy.
Structure

Eastern Corridor (maritime): India's western gateway ports to Arabian Gulf ports.

Northern Corridor (rail + maritime): Gulf overland transit to Haifa (Israel), followed by Mediterranean short-sea shipping to European gateways.
Three official pillars

Transportation (multimodal sea + rail; design target ~40% transit-time reduction versus Suez).

Energy (grids, hydrogen, pipelines).

Digital (fibre-optic cables and data infrastructure).
Status as of mid-2026 IMEC remains predominantly in the feasibility and bilateral-MoU phase. Individual national infrastructure pieces are advancing independently, though a full end-to-end operational corridor does not yet exist. Recent regional instability has underscored the corridor's exposure to maritime and overland disruption, strengthening the case for resilience planning and contingency-routing coordination.
2. Participating Nations and Announced Roles
Core signatories remain as above, with roles evolving toward a network of bilateral and national initiatives rather than a single locked multilateral design:

India: origin of the Eastern Corridor; western ports as primary gateways.

UAE / Saudi Arabia: Gulf hubs and rail transit, with both nations investing in Jordan-linked rail infrastructure as complementary routing.

Israel: Northern Corridor Mediterranean exit via Haifa.

Italy (via the May 2026 India–Italy Memorandum of Understanding on Maritime Transport and Ports): positioning its integrated port system — Trieste and Genoa — as a candidate European terminal for IMEC.

European gateway candidates more broadly: ports in Italy, France, and Greece are each advancing their positioning through national and bilateral initiatives.
3. Indian Domestic Ports, Rail, and Logistics Integration
Indian western gateway ports commonly identified in IMEC mapping and analysis: Mundra, Deendayal/Kandla, and JNPA/JNPT. (The original 2023 MoU established the corridor concept but did not itself lock a definitive port-by-port route; this list reflects subsequent mapping and analysis.)
Key Indian rail asset — Western Dedicated Freight Corridor (WDFC): completed and commissioned by end of March 2026 (1,506 km, Dadri/NCR to JNPT, double-stack capable, electrified). WDFC terminates directly at JNPT and connects the Mundra–Kandla port region through Gujarat feeder and interchange networks associated with the Palanpur axis.
Energy and digital pillars remain significantly less developed on the public record than transportation. Digital interoperability examples so far are bilateral: the India-UAE MAITRI platform is one working instance; the India-Italy "Digital Handshake" concept (ULIP-to-PLN integration) is a second, emerging instance.
4. European Gateway Architecture
Four ports are commonly discussed as candidate IMEC European termini, each differing meaningfully in capacity and structural position:

Two considerations mean the four candidates are not simply interchangeable:

Ownership structure varies across the four ports — a consideration independently raised by multiple analysts given IMEC's broader positioning relative to other global infrastructure initiatives. This is a live, unresolved question in the wider policy discussion rather than a settled one.

Corridor governance status differs. Trieste and Genoa each sit inside a formally governed EU TEN-T corridor (see Section 5). Piraeus's inland rail connectivity, while functionally real, currently operates through routing that sits outside the officially designated corridor for that geography.
Marseille's inland rail freight connectivity was not independently verified in this assessment and remains an open item for future research.
5. Governance and Interoperability Mechanisms
IMEC as a whole currently has no permanent secretariat, no unified tariff/customs framework, and no standing technical coordinating body. Coordination occurs through rotating G20 mechanisms and bilateral working groups. Multiple independent analyses converge on the absence of a dedicated corridor-level governance structure as a core institutional gap.
Europe's TEN-T system, by contrast, already has standing governance infrastructure. Each TEN-T corridor (including Rhine-Alpine and Baltic-Adriatic) has an EU-appointed European Coordinator on a four-year mandate, supported by corridor studies and stakeholder forums. This suggests the "governance gap" is not a global absence of coordination mechanisms — Europe's end of the corridor sits inside a mature framework — but rather that IMEC as a whole has not yet been connected into governance structures of that kind.
Digital interoperability is advancing only through discrete national and bilateral platforms: MAITRI and the India-Italy Digital Handshake on the India side; the EU's CSW-CERTEX (Customs Single Window Certificates Exchange System) alongside national systems (e.g., Saudi Arabia's FASAH, Jordan's Trade Facilitation Portal, Israel's Global GATE) on the European and Gulf side. No evidence was found that these systems currently interoperate with one another.
6. Remaining Coordination Challenges

Absence of a permanent IMEC-wide coordinating body or secretariat.

Lack of harmonised customs, tariff, and digital standards across the full route.

Limited real-time visibility and protocols for dynamic rerouting.

Capacity constraints (notably at Haifa, and at several Alpine rail crossings) and financing shortfalls on critical segments.

Political and security dependencies, amplified by recent regional developments.
The nature of the coordination gap differs by geography: India's gap is largely an absence of coordinating infrastructure; Europe's is more a connection problem — mature coordination infrastructure exists but is not yet linked to IMEC specifically.
7. Research Relevance to Integrated Operating Frameworks
The most consistently, independently identified gap across this research is the institutional and interoperability vacuum — present in different forms on both the Indian and European sides of the corridor. This is the area where an integrated operating framework's relevance is most directly supported by the evidence gathered. No evidence in this assessment supports claims of relevance to physical financing, ownership structures, or national infrastructure prioritization — these remain outside the scope of what this research addresses.
8. Proposed Indian Domestic Integration Layer: Complementary Eastern and Western Nodes
Eastern/Southeastern Node (Andhra Pradesh): Visakhapatnam (established); Ramayapatnam, Mulapeta, and Machilipatnam (under construction, targeting completion by end of 2026 with operations following in 2027). New east-coast capacity and hinterland depth.
Northern/Western Node (WDFC): completed and commissioned by end of March 2026, feeding JNPT directly and the Mundra-Kandla region via Gujarat feeder networks. An already-operational national asset.
Combined effect: these two nodes together provide balanced east-west domestic feeder capacity into IMEC's commonly identified western gateway ports, strengthening hinterland reliability for flows serving European terminals.
Summary
IMEC currently functions as a network of bilateral and national initiatives rather than a single integrated corridor. Physical infrastructure is advancing steadily and, in several cases, is already well underway. The primary gap identified by this research - on both the Indian and European sides, though for different underlying reasons - is operational coordination: governance and digital/customs interoperability.
