Background Behind the Research
​
We, as humankind, are living in a fragmented and increasingly conflicted world - one marked by strained governance, failing systems, geopolitical turbulence, instigated trade wars, broken public utilities and services, and the mismatched integration of tremendous human advancements across every conceivable trajectory.
IMEC is one of the most significant international infrastructure initiatives currently under development. Its ambition to connect India, the Gulf, and Europe through transportation, energy, and digital connectivity has the potential to reshape regional and intercontinental logistics.

Why we undertook this research
IMEC was formally announced in September 2023 at the G20 Summit in New Delhi, via a memorandum signed by India, the United States, the European Union, Saudi Arabia, the United Arab Emirates, France, Germany, and Italy. It envisions two connected legs: an eastern maritime corridor linking India's western ports to the Gulf, and a northern corridor running overland through the Gulf states to Israel, then by sea to Europe. Since then, its stakeholder base has continued to expand through bilateral partnerships — most recently Italy's May 2026 agreement with India positioning Trieste and Genoa as candidate European gateways.
Despite its strategic ambition, IMEC currently has no permanent coordinating body, no unified customs or tariff framework, and no standing technical mechanism linking its participants. Digital and regulatory standards remain fragmented across jurisdictions. Key nodes face real capacity constraints - Haifa among them - and the corridor’s exposure to regional disruption was sharply underscored by the 2026 Strait of Hormuz crisis. Even where mature governance frameworks already exist, such as the European Union’s TEN-T corridor system, they are not yet connected to IMEC as a whole. As a result, physical infrastructure continues to advance while the coordination layer required to turn individual projects into a coherent corridor remains underdeveloped.

Current Challenges Facing IMEC
​
1. Despite its strategic ambition, IMEC continues to face several structural challenges:
• No permanent coordinating body or secretariat exists across the corridor
• No unified customs or tariff framework is in place
• Digital and regulatory standards remain fragmented across jurisdictions
• Key nodes face real capacity constraints, notably Haifa
• The corridor’s exposure to regional disruption was sharply underscored by the 2026 Strait of Hormuz crisis
• Even where mature governance frameworks already exist (such as the EU’s TEN-T corridor system), they are not yet connected to IMEC as a whole
As a result, physical infrastructure continues to advance while the coordination layer required to turn individual projects into a coherent corridor remains underdeveloped.
2. Relation to the current US–Israel–Iran conflict and Strait of HormuzThe 2026 Strait of Hormuz crisis has sharply exposed and amplified IMEC’s existing structural vulnerabilities. The full set of documented challenges includes:
• No permanent coordinating body or secretariat exists across the corridor
• No unified customs or tariff framework is in place
• Digital platforms already exist (MAITRI, CSW-CERTEX, FASAH, Global GATE and others) but do not interoperate with one another
• No shared real-time visibility or standardised protocols for dynamic rerouting
• Key nodes face capacity constraints (notably Haifa at ~1.5M TEU)
• Alpine rail bottlenecks persist, including the Gotthard safety-regulation dispute and Brenner Pass capacity litigation
• Financing shortfalls remain on critical Northern Corridor segments
• Political and security dependencies remain high
• Piraeus, the highest-capacity European candidate terminal (~4.8M TEU), carries two structural complications: majority Chinese/COSCO ownership and inland rail connectivity that operates outside the officially designated EU Rail Freight Corridor
• Even where mature governance frameworks already exist (such as the EU’s TEN-T Corridor Coordinators), they are not yet connected to IMEC as a whole
• Bilateral workarounds (UAE–Jordan, Saudi–Jordan, India–Italy) are emerging as partial substitutes for missing central coordination
These gaps were already present. The Hormuz disruption has simply made their cost and urgency far more visible.

​​​What we observed
​
Our independent assessment identified a clear and consistent pattern. Physical infrastructure across IMEC is advancing steadily through national and bilateral initiatives. At the same time, the corridor has not yet developed an IMEC-wide standing coordination mechanism. Customs, tariff, and digital systems remain fragmented across jurisdictions. Even where mature governance structures already exist - such as the European Union’s TEN-T corridor system - they are not yet connected into a corridor-wide IMEC framework.
We examined how India’s domestic logistics architecture - including the completed Western Dedicated Freight Corridor and emerging port capacity in Andhra Pradesh - interfaces with the western gateway ports commonly associated with IMEC. On the European side, we reviewed the differing capacity, rail connectivity, TEN-T status, and structural characteristics of candidate terminals, including Trieste, Genoa, and Piraeus.
The central constraint that emerges is institutional and digital: as physical nodes come online, the absence of shared coordination and interoperability is becoming the primary limiting factor for the corridor’s overall performance.

​​What we are inviting
We believe the Humanity 7.0 framework - powered by 7GIR, BIOME, and GCIGS - offers a credible architecture for addressing the institutional and digital coordination gap identified in this research. The framework has been developed over more than two decades.
